Toll-free texting is SMS and MMS sent to and from a NANP 8XX number. The voice routing record (RespOrg / SMS/800) is not a messaging authorization. US wireless carriers require a separate toll-free verification (sometimes called a campaign brief) that names the brand, use case, sample messages, and consent flow. That process is not 10DLC. There is no TCR brand-plus-campaign pair for the 8XX the way there is for a 10-digit long code, even when the same CSP portal collects the brief.
Unregistered Toll-Free sunset
For years, 8XX SMS could be sent with little or no sender documentation (“Unregistered Toll-Free,” UTF). That path was used for both legitimate notifications and spam. Carriers and aggregators then sunset UTF: Restricted (unverified) traffic was blocked (widely by 8 November 2023 on major US routes), and Pending verification traffic was blocked after 31 January 2024. Verified is the only sending class that remains. Canada is typically included in the same 8XX messaging verification.
Verification is a manual or semi-manual review of who is sending, what they send, and how they collect consent. It does not exempt a sender from SHAFT restrictions or TCPA. A verified number that then sends unsolicited marketing is still filtered. Aggregators quote classes such as Verified, Pending, and Restricted; only Verified is intended to pass.

- Voice and text authorizations are independent. If the number must both ring and text, complete both.
- One verification packet can list multiple 8XXs when the brand and use case are the same; extra numbers usually need a business reason.
- A2P marketing on an 8XX is still TCPA traffic to US mobiles.
- Grey-route 8XX SMS is in the same bucket as other grey A2P: filtered, then shut off.
